From October 27 to 28, 2022, our hospital welcomed the certification of "Traditional Chinese Medicine Research Ethical Review System (CAP)" by the World Federation of Traditional Chinese Medicine。

On the 27th, Party and government leaders such as Xu Liya, Secretary of the Party Committee of the hospital, Wen Weibo, president of the hospital, Yuan Zhuojun, deputy president of the hospital, Jiang Lijuan, chairman of the Ethics Committee, and heads of the Ethics Committee office and relevant functional departments attended the first opening meeting。Professor Zhang Jinzhong, the audit team leader, introduced the members of the audit team, the certification audit plan, and the on-site audit process on behalf of the expert group。President Wen Weibo delivered a welcome speech on behalf of the hospital, and Jiang Lijuan, Chairman of the Ethics Committee, introduced the general situation of the hospital's ethics review system。 

CAP certification is the only approved certification project in the field of medical ethics in China, and it is also the first certification project in the field of traditional Chinese medicine, which is of great significance to standardize and promote the development of clinical research in traditional Chinese medicine。With the deepening of new drug development and clinical research, the mode that only the hospital ethics committee undertakes research ethics review gradually cannot meet the actual needs of clinical research, and the whole hospital should be mobilized to ensure the operation of ethics committee review。

The hospital established an ethics committee in 1995, and is also one of the earliest medical institutions to carry out drug clinical trials. In 2018, the hospital was approved as the National Clinical Research Base of Traditional Chinese Medicine, and passed the CAP certification as one of the important assessment indicators of the clinical platform construction of the research base。To this end, in September 2020, the operation mechanism of the traditional Chinese medicine ethical review system was established, the organizational structure of the ethical review system was determined, and the construction of the ethical review system was carried out. Through two years of efforts, it was approved by the World Federation of Chinese Medicine Societies for on-site audit and certification on October 27-28。

The on-site audit certification，The World Federation of Chinese Medicine Societies appointed Professor Zhang Jinzhong of Tianjin University of Chinese Medicine as the audit team leader, lawyer Han Mei of Beijing Deheng Law Firm, Director Wang Yafeng of World Federation of Chinese Medicine Societies, and Director Zhang Xin of Hubei Hospital of Chinese Medicine，Yu Ping, director of the Affiliated Hospital of Liaoning University of Chinese Medicine, and Zhou Jiyin, director of the Second Affiliated Hospital of Army Military Medical University, served as the auditor。The expert group of 6 people listened to the report on the construction of the hospital's ethical review system, watched the ethical review meeting, reviewed relevant materials, interviewed relevant personnel of the system, and visited the ethics committee office and reference room on-site through online and offline。

At the last meeting on October 28, Professor Zhang Jinzhong, on behalf of the expert group, highly affirmed the work and effectiveness of the construction of the hospital's ethical review system, and announced on the spot that the hospital had passed the "Traditional Chinese Medicine Research Ethical Review System (CAP)" certification, and also put forward some constructive comments and suggestions。Xu Liya, secretary of the Party Committee of the hospital, made a statement, facing the existing problems and shortcomings in the future work, earnestly grasping the work of the ethical review system, and taking this as an opportunity to constantly promote the standardized construction of the ethical review platform。
